Eliminate anything that distracts.
No dock, no water, only the lines and colour
of the overturned boats. Keep it simple.

If the subject is very fast, even 1/180 second is not fast enough to
freeze the action. Just keep experimenting.

Set your shutter speed at a slow speed and keep shooting until 
you get the amount of blur you want. It depends upon the speed
of the subject. Try 1/15 and 1/8 to start.
